The Coronavirus Aid, Relief, and Economic Security (CARES) Act are the one-time stimulus checks promised to Americans in the coming month. But there has been a lot of confusion for a certain segment of the population.
Rest assured, you will receive your check if you meet the qualifications: you have an adjusted gross income under $99,000 and you are a U.S. citizen. Stimulus checks will be based on 2019 tax returns (or 2018, for those who filed in 2018 but haven’t yet filed for 2019).
However, there are approximately 20 million Americans below the tax limit who rely on Social Security and don’t file tax returns. The CARES Act includes a special provision to make sure these individuals still receive checks. The act clearly stated the Treasury could use information contained on 2019 SSA-1099 to send stimulus payments to those individuals.
But on March 30th, the IRS issued guidance that went against the CARES Act stating some seniors and others who typically do not file returns will need to submit a simple tax return to receive the stimulus payment.
This is where the confusion lies. Requiring these individuals to file tax returns seemed to go against the explicit wording in the CARES Act and provided logistical challenges for those who might not have internet access or a way to get help during the self-isolation mandate.
As a result, 41 U.S. Senators wrote a letter to U.S. Treasury Secretary Steven T. Mnuchin and the Social Security Administration expressing alarm over the guidance, and demanded it be fixed. Measures were taken.
On April 1st, Treasury Secretary Mnuchin stated, “Social Security recipients who are not typically required to file a tax return do not need to take an action and will receive their payment directly to their bank account.”
The IRS has just set up website so you can receive payments immediately as opposed to checks via snail mail. Fill out the form immediately. Ongoing updates are available at IRS.gov/coronavirus. They are urging individuals not to call.
